Who Needs an ASBESTOS MEDICAL
Who Needs an ASBESTOS MEDICAL
Under Regulation 22 of the Control of Asbestos Regulations 2012 (CAR 2012), employers must ensure that workers who are, or are likely to be, exposed to asbestos are under adequate health surveillance. Health surveillance must be carried out by a doctor appointed by the HSE.
Workers who require an asbestos medical include:
Licensed asbestos removal workers. All workers engaged in licensed asbestos removal work must have a current health record certificate before they can legally carry out that work.
Non-licensed asbestos workers. Workers who regularly carry out non-licensed asbestos work, including maintenance, construction, and demolition workers likely to encounter asbestos in existing buildings, are also subject to health surveillance requirements under CAR 2012.
Supervisors and managers on asbestos sites. Those who supervise or manage asbestos work and may be present on site are included within the health surveillance obligations.
Anyone identified by their employer as likely to be exposed. Employers must identify who requires surveillance as part of their asbestos management responsibilities.

CAR 2012 and Your Legal OBLIGATIONS
CAR 2012 and Your Legal OBLIGATIONS
The Control of Asbestos Regulations 2012 (CAR 2012) set out the legal framework for managing asbestos exposure in UK workplaces. Regulation 22 specifically covers health surveillance and places duties on both employers and workers.
Employers must ensure that any worker who is, or is likely to be, exposed to asbestos is placed under adequate health surveillance before exposure begins and at regular intervals afterwards. Health surveillance must be carried out by an HSE Appointed Doctor. A standard GP examination or general occupational health report does not satisfy this requirement.
Health records must be maintained for each worker under surveillance and retained for a minimum of 40 years from the date of the last entry.
Workers engaged in licensed asbestos work cannot legally carry out that work without a current health record certificate. The certificate must be available on site when licensed work takes place.
Surveillance must be repeated at least every two years. Where an Appointed Doctor determines that an individual’s exposure level or health condition warrants more frequent review, they may set a shorter interval.
Employers are legally required to meet the cost of health surveillance. Workers must not be charged for attending.

What Happens at an Asbestos Medical EXAMINATION
What Happens at an Asbestos Medical EXAMINATION
Your asbestos medical is carried out by an HSE Appointed Doctor and takes around 30 to 45 minutes.
Exposure history. Your doctor takes a detailed history of your asbestos work: the types of work carried out, duration of exposure, materials involved, and use of protective equipment throughout.
Respiratory questionnaire. A structured set of questions covers breathlessness, persistent cough, and changes in exercise tolerance, establishing a clinical baseline and identifying symptoms that may warrant further investigation.
Clinical examination. A chest examination is performed, including auscultation.
Lung function tests. Spirometry measures lung capacity and airflow. Results are compared against predicted values for your age, height, and sex.
Chest X-ray. Not required at every appointment, but arranged where your Appointed Doctor considers it clinically indicated based on your exposure history or current symptoms.
Health record certificate. Issued at the end of the appointment, confirming you have completed the required CAR 2012 health surveillance. Employers must retain this record for at least 40 years.
Asbestos Medical FREQUENTLY ASKED QUESTIONS
An asbestos medical is a health surveillance examination required under Regulation 22 of the Control of Asbestos Regulations 2012 (CAR 2012) for workers exposed to asbestos as part of their work. A doctor appointed by the HSE carries it out and issues a health record certificate confirming the worker has undergone the required surveillance. The examination includes a medical and occupational history, a respiratory assessment, lung function tests, and a clinical chest examination.
CAR 2012 requires health surveillance to be repeated at least every two years. Your Appointed Doctor may recommend more frequent examinations where your exposure level or health condition warrants it. Private Medical Clinic offers a 2-yearly renewal reminder service to help workers and employers stay compliant.
A health record certificate is the formal document issued by an HSE Appointed Doctor confirming that a worker has undergone asbestos health surveillance as required by CAR 2012. Workers engaged in licensed asbestos work must have a current certificate before they can legally carry out that work. Employers must retain health records for at least 40 years.
Yes. Under CAR 2012, the employer must cover the cost of health surveillance. Workers cannot be charged for attending their asbestos medical.
No. Chest X-rays are not routinely required at every asbestos health surveillance examination. They are arranged where your HSE Appointed Doctor considers one clinically indicated, based on your exposure history, symptoms, or the findings of the clinical examination.
If your Appointed Doctor identifies a health concern, they will discuss it with you at the appointment and advise on appropriate next steps. This may include referral for further investigation or a recommendation to your own GP. Where findings affect your fitness to work with asbestos, your doctor will advise clearly.
Employers must maintain a health record for each worker under asbestos health surveillance and retain those records for a minimum of 40 years from the date of the last entry. Workers are entitled to access their own health records on request.
Any worker who is, or is likely to be, exposed to asbestos is required to undergo health surveillance under CAR 2012. This includes all workers engaged in licensed asbestos removal work, workers who regularly carry out non-licensed asbestos work where there is a risk of exposure, and supervisors and managers present on asbestos sites. Workers cannot legally carry out licensed asbestos work without a current health record certificate.
The examination includes a detailed occupational and exposure history, a respiratory questionnaire covering breathlessness and cough, a clinical chest examination, and spirometry (lung function tests). A chest X-ray is not required at every examination but is arranged where your Appointed Doctor considers it clinically indicated.
An HSE Appointed Doctor is a doctor appointed by the Health and Safety Executive specifically to carry out health surveillance for workers exposed to certain hazardous substances, including asbestos. Asbestos health surveillance under CAR 2012 must be carried out by an HSE Appointed Doctor or an Employment Medical Adviser. A standard GP or general occupational health doctor cannot issue the health record certificate required for licensed asbestos work.
Licensed asbestos work involves high-risk removal activities that only HSE-licensed contractors can carry out. Workers on licensed jobs must have a current health record certificate before carrying out work. Non-licensed asbestos work covers lower-risk activities, such as maintenance work that may disturb asbestos-containing materials. Some non-licensed work is also subject to health surveillance requirements, depending on the level and frequency of exposure.
Most asbestos medical examinations take between 30 and 45 minutes. This covers the exposure history, respiratory questionnaire, clinical examination, and spirometry. You will receive your health record certificate following the appointment.
Yes. If you have a history of asbestos exposure and want a clinical review, you can book an appointment. Former asbestos workers who develop respiratory symptoms years after exposure may benefit from a clinical assessment, even outside the formal CAR 2012 surveillance framework.
